The City of St. Paul issued bonds to cover the cost of building a new city hall in 1928, a year before the stock market crash and the onset of the Great Depression. By the time construction began in 1931, building costs had dropped substantially. The funds available for the project—$4 million—enabled the city to substantially upgrade building materials and furnishings for the new civic building.

The Chicago architectural firm Holabard and Root was able to use the finest materials and the most skilled artisans to build the Art Deco–style building. The political leaders of the time deserved some credit for this fortuitous development. They could have cut back the project substantially to save money, but they chose not to and gave the architects full reign to deliver a building of the very highest quality.
